Europen is among the signatories of a joint statement calling for the European Commission to introduce a digital One-Stop Shop for EU-wide EPR implementation into the Circular Economy Act.

Expected to ease the administrative burdens on companies and authorities alike, a digital One-Stop Shop is envisioned as a single ‘point of entry’ for all mandated EPR schemes.

Producers (or other organizations action on their behalf) would be able to input EPR-relevant data, which could then be validated, translated, and accessed by producer responsibility organizations, as well as Member State registers and authorities.

This is expected to unlock the seamless exchange of compliance information between parties subject to and implementing EPR compliance obligations across Member States. Digital tools are also hoped to tackle the ongoing complexity, fragmentation, and discrepancies of EPR legislation in the EU.

The signatories underline the Single Market Strategy’s commitment to explore a digital One-Stop Shop for EPR information, registration, and reporting – but argue that policies to digitalize EPR compliance and monitoring have ‘so far been underused’.

As such, they emphasize that digitalization should be ‘at the heart’ of ongoing efforts to streamline EPR at the EU level.

The statement comes as research from Amazon indicates that navigating registration rules across EU Member States is complex for e-commerce sellers, and advocates for online marketplaces submitting information directly to registries to relieve the burden on producers and authorities.

Packaging Europe has also published a deep dive into the global regulatory landscape for extended producer responsibility, including the outlook in North and South America, Africa, Asia, and Australasia.

In other news, Mark Sayers, founder and Circularity and EPR Compliance director at CircuMetrics, also reacted to the Commission’s recent guidance document for the Packaging and Packaging Waste Regulation – arguing that there is “still work to be done on harmonized eco-modulation framework for EPR fees based on recyclability performance grades.”
